报告题目一:Sustainable urban water management strategies in Chinese Cities – the Sponge City Program (SCP): the case of a Chinese Coastal Megacity, Ningbo

报告摘要:

Sponge City is the term used to describe the Chinese governments approach to urban surface water management. The concept was conceived in 2014 in response to increasing urban surface flooding in many Chinese cities. While ambitious and far-reaching in its aim (of reducing national flood risk, increasing water supply and improving water quality), the initiative must be implemented by individual sub-provincial or municipal-level government entities. Thus, while the concept is similar to Blue-Green Cities (BGCs); sustainable drainage systems (SuDS) in the UK (or low-impact development (LID) in the USA), it is developing with different regional characteristics, and during continuing rapid urbanization. Indeed, the increasing use of national rather than international examples of best practices reflects a growing body of knowledge that has evolved since the start of the Sponge City initiative. In this session, we will discuss the interpretation and development of the latest SCP guidelines using the case of Ningbo, Zhejiang Province. In this study, we particularly looked at public engagement and participation and found that the influence on social media and communication channels (e.g. via WeChat, Weibo, etc.) between the according to authorities have been initiated on the SCP development from the case of Ningbo. The communities have ways to express their opinions towards the SCP practice and operations for improvements and adjustments. These findings will help to improve the current 3rd stage of development of the Sponge City Program until the 2030s and beyond.

 

报告题目二:Food Security in Climatic Extremes: Challenges and Opportunities for Northern China

报告摘要:

Droughts and floods in 2022 and 2023 have compounded stress on Chinese food security. Chinas northeast region is a major grain-producing powerhouse, but recent climatic extremes combined with EI Nino˜ effects have exposed vulnerabilities in its agricultural landscape. To address these challenges, flood relief infrastructure, protection of major croplands, and climate projection strategies must be implemented to safeguard food security. While, Land degradation, which directly affects global and regional economic and social development and food security, has become challenging. Looking North in East Asia, Mongolia and China (Inner Mongolia) are facing severe land degradation from continuous soil erosion by human-induced unsustainable agricultural practices and land-use changes, which have been execrated by climate change. The United Nations Convention to Combat Desertification (UNCCD) promoted the Land Degradation Neutrality (LDN), and the ultimate target is to achieve a land degradation-neutral world that fulfils the Sustainable Development Goals (SDGs) 15 (Life on Land) by 2030s and beyond. Mongolia and Inner Mongolia in N China are important in producing dairy and major grains products. This study aims to (1) investigate the past and current land degradation facts challenges, (2) identify the global lessons on the LDN practice, and (3) eventually develop an LDN framework that fits to achieve the LDN targets that align with SDG 15.

 

 

报告人简介:

    陈加信副教授,英国诺丁汉大学环境科学副教授,宁波诺丁汉大学地理科学系系主任,中国南方科技大学客座教授;英国利兹大学地理系与Water@Leeds研究中心客座资深研究员。

陈博士专注于亚洲沿海特大城市的可持续性洪水风险管理和城市气候适应性研究。近3年来,陈博士承担了国家自然科学基金、浙江省自然科学基金、国家科技局、国家应急局及香港特区环境管理科研资金,与各地方政府课题等各类科研项目6项。陈博士已在Nature Nature Review of Earth and EnvironmentNature Ecology and EvolutionJournal of HydrologyScience of Total EnvironmentResources, Conservation and Recycling等顶级国际期刊上发表论文70余篇,其中SCI收录65篇,SSCI收录45篇,EI收录42篇。陈博士也是国际期刊“Climate Risk Management 副主编和 Cambridge Prisms: Water 主编。作为咨询专家,陈博士为国务院及中央部委作过关于我国城市洪涝灾害综合防控的咨询报告,并获得采纳。目前,陈博士作为主要研究员,得到了国家自然科学基金委员会 (NSFC) 下设的国际青年科学家基金资助,致力于开展微塑料及其对城市河流影响的研究。陈博士还获得了由英国研究委员会、英国学术委员会资助,正在开展其他两个国际研究项目。同时,陈博士也是宁波市政府资助的三个项目(宁波地表水质量研究;台风增强对宁波洪水风险增加的研究;宁波的 "海绵城市试点研究项目)的主要研究员。近期陈博士被邀请参加《第四次气候变化国家评估报告》的咨询工作,并作为《港澳特别行政区气候变化特别报告》编写专家组成员,编写 “大湾区极端天气事件灾害链预报预警”、“社会影响评估等技术规范”、“关于城市防洪和减灾”的章节。近来,陈博士获得了国家重点研发计划项目 “粤港澳大湾区极端天气气候灾害链的风险管控与应对” 作为课题主要研究骨干成员与国家应急管理局资助的重点研发项目“洪涝灾害典型案例应对工作研究”与中科院地理所共同合作的主要研究员。下一步的目标是推进海绵城市,城市农业,城市塑料防治,并在珠三角、长三角与国内其他城市以及亚洲沿海城市背景下,开展极端天气气候事件适应性研究、利用海绵城市来达到防灾减灾技术与对策研究、洪水风险和水资源管理研究。

陈博士主要研究方向为:极端天气气候事件适应和减缓的技术与对策;极端天气气候对社会经济影响及应对措施减缓灾害影响的作用与对策;各城市承受极端天气灾害的抗灾能力与单种和多种复合极端天气事件应对方案适用性;评估极端天气气候预测预估不确定性对适应和减缓策略的影响;研究洪水灾害链预报预警规范;微塑料及其对城市河流与水环境的影响;一带一路之下亚洲城市的规划与可持续发展。
